My order for the PRS-700 was placed on 10/19/08.

So it does appear as if it's a first-come/first-served basis.

I wonder when the shipping date would have been had I ordered it the day of the announcement?

The fact that the stores seem to be saying that it will be available for sale on 11/14 indicates that it might not have mattered.
