If they would stop the pay-per-read fee it would not matter how many times the book was checked out. They should simply purchase a copy (or copies) and loan them out. This will make budgeting much easier to manage...

The new rules coming into place for some publishers with US OverDrive, where the eBook 'falls apart' after X uses, are essentially pay per read (except you are paying upfront), so it seems that this is on the rise.

I was allowed to check out three books a week from my library's eBook collection. That has now been downgraded to one book a week. If that is dure to new budgetary constraints, or that I have borrowed to the limit for a while, I don't know. Obviously there are some concerns within the library community as to rising costs of eLending.

And just to add to the frustration it doesn't look like their is going to be any changes for a while since talks between Swedish Publishers Association and the Swedish Library Association have stranded. The publishers want to sell the books separately while the libraries want a subscription or a package model. To be continued..
