It's “worldwide” and seems not to have any books locked out by region. On the other hand I don't think it's functional as an actual storefront because (I assume) there's no way to set your purchasing country to one with a region code of “ww”. Some of the books have absurd prices, in the tens of thousands of dollars, on the worldwide site, but appear priced properly in the regions in which they're available for sale. It's just kind of a placeholder I suppose; a “default” or “regionless” region so that their catalogue can contain a certain listing without requiring that said listing actually be available for in any real regions.

It is its own region, with its own catalog and pricing. If you're not one of the other countries Kobo lists, you're that. I've used it for many years.
However, since Kobo makes it easy to switch countries when you travelling abroad, the distinction is less relevant.)
