Would someone not just go back and prevent the person from preventing the Dr's birth?

Wouldn't The Doctor have exploited the same technique as Rip Hunter* to make it impossible for someone to do that?

*In preparation for his mission as a time master (charged to keep the timeline on track and stable), Rip Hunter purposely hid his true name and real identity to ensure that no can eliminate him in that manner. Only three people know Rip Hunter's real name and identity (Hunter himself, his father, and his mother).

Don't you know the Dr. traveled forward in time to make sure he'd always have a time machine for this exact eventuality?
Isn't that one of the definitions of a better temporalist (preparation, as in all things)?
