Well yeah, have you seen the awful typography of law materials (court documents, official letters, etc. etc.)? They are absolutely abysmal.

After staring at that garbage day in and day out, he probably thought Courier was a step up.

One of the worst font abuse was Apple with that horrible Chicago font used on the B&W MACs.
