Retailer is free to change the price, as long as it pays royalties from the list price. This is not what is happening here.
If the author got his 70% of the 2.99 list price, I am pretty sure there would be no complaints.

According to the article, the price WAS $0.99, at some point in the past. The author changed it to higher price, but some vendors are slow to update the price, and also Amazon bot took into account price from few weeks before.
