you definitely can register with a UK address - once you enter the UK as country, the province field is greyed out.

I saw those codes in their Kobo/Rakuten store's banner.
It said they would be expired at 8 am JPN time and the banner disappeared right then.
So I assumed ...
(I've already used them so I didn't know they still work or not.)
