International conflict, or war? They're different things.

In the Washington Naval Conference in 1921-1922, Four, Five and Nine -Power Treaties were signed, ended the conflicts in the Pacific, in China and to limit the number of naval fleets (not in that order).

No guesses? It's gotta be a war after the American Revolution in the late 18th c. and before WWII. Only about a 150-year spread How many wars could there have been? Sigh.

Not that one, either. It was a war in which the US was not a combatant.

No, it's very deep, but not too deep, although it does require a knowledge of technical diving, a tri-mix gas breathing mixture, and very looooong planed decompression stops. Do-able for those with the proper advanced training. You can figure about 20 minutes going down, about 20 minutes on the wreck then about 5-6 hours coming back up.

No, it's off the shipping routes too.

Nope. The Fitz sits at 160 meters down.

No, no munitions. The 'SS Edmond Fitzgerald' was an ore carrier, iron ore to be more precise, on Lake Superior between the US and Canada. The biggest ship on the lake too. The year after she went down, Gordon Lightfoot wrote this wonderful tribute to her and the men that went down with her, but most folks never realized that he was singing about a real ship and real event...

And the answer to my quiz question? The Canadian government decided that because no bodies were ever recovered from the disaster that the wreck be declared a shrine to their memory, and prohibited diving her to honor the dead. To this day, no one knows why the Fitz went down...

Although he admitted to conducting a sonar scan of the wreck in 2002, the director of the GLHS denied such a survey required a license at the time it was carried out.[85]

An April 2005 amendment to the Ontario Heritage Act allowed the Ontario government to impose a license requirement on dives, the operation of submersibles, side scan sonars or underwater cameras within a designated radius around protected sites.[86][87] Conducting any of those activities without a license would result in fine of up to $1 million in Canadian dollars.[88] On the basis of the amended law, to protect wreck sites considered "watery graves", the Ontario government issued updated regulations in January 2006, including an area with a 500-meter (1,640 ft) radius around the Fitzgerald and other specifically designated marine archeological sites.[89][90] In 2009, a further amendment to the Ontario Heritage Act imposed licensing requirements on any type of surveying device.[91]

so assuming Wiki is correct (I know... long shot) it's actually because it is a registered archeological site!
