No, not stupid. It is a bit confusing. And if you do go ahead and get a card from FLP, navigate over to that Overdrive page to sign in (the column on the left side); don't sign in on the main page.

I have a library card with the National Library of Singapore. They have a great selection of ebooks. Check the box 'Foreigner without FIN. Use any 6 didget number for your pasport number, and you will be good to go.
I also know the Jacksonville, FL library allows people to sign up online for a e-card. You have to sign up using a legit jacksonville, FL address. But you don't have to show proof that you live at that address. It's all done online. |

If you have a friend or relative in another library's area, ask them if they make use of their library's e-collection. If they don't, maybe they'll let you use their library privledges.
I don't know if this is against any library rules, but arguably it would not be any different then if they checked out a book and let a visiting friend read it. And it's not like giving you their library card number puts them in any big risk of identity theft or credit fraud. And I'm not just suggesting this because I want to keep all you teeming masses off FLP and Singapore to keep my waiting lists from getting even longer.....
