Well if you want to go hard line, yes that is true. But it is not really a Linux Distro in the sense most folks use that term. A real Linux Distro is a "GNU/Linux" flavor. The Andriod abstracts the Linux/Posix API and does not provided any linux tools for the user. All applications interact with the Android Java layer.
