OK, I was thinking about what you originally asked about. It seems to me like some of the recommendations have wandered a bit from your original request. So in line with the civilization changing stuff, there are two recommendations I would forward.

1) Have you read 2001: A Space Oddessey? Arthur C. Clarke? I actually wasn't that thrilled with it, but I didn't like RAMA that much either so ...

2) I really enjoy James Hogan's work. His Giant's series (not at all what it sounds like) is a good alien civilization and first contact series. In order to see the order to read them in order see: http://en.wikipedia.org/wiki/Giants_series
Even better, is that you can get the first book for free in the Baen free library: http://www.webscription.net/p-439-th...-tomorrow.aspx

Other books of his that fit your bill are The Genesis Machine and Thrice Upon a Time. These latter two are not about alien contact, but are about civilization changing technology. Also from Baen so they are DRM-free, multi-format, and reasonably priced ($4/$5).

Wow thanks they look like spot on reccomendtions!

and why do I always forget Baen!!! I am going to go now and spend $20 on books with them, I love the way they do business and Ive already had good value from some of their free stuff.

The most obvious authors springing to mind for me is Jack McDevitt and Alistair Reynolds.

I think some of the recommendations in this thread has not been the kind of hard sf you asked for but have belonged more to the space opera sub genre.

I really liked Alistair Reynold's latest one House of Suns which is not part of a series. Pushing Ice (not part of a serie) was good also.
