All the major DRM providers make reading software available for free on general purpose devices, but they make vendors of dedicated reading devices pay for the same software. One difference between the two is that the user of a general purpose device downloads the reading app, but it is pre-installed on a dedicated device.

Yes but those are not the custom ports to eBook Reader devices. Mobipocket is free for download as well but not for custom ports.
