I suspect that they don't really want to add that. From the explanation I got years back, under Canadian privacy laws, if you collect identifiable information about a user such as titles from sideloaded books, they would have to make that information accessible to the user. While having the user syncing sideloaded ebooks might constitute consent, I suspect Kobo would prefer not to open that can of worms.
