Yes, if the computer has more than one user the Calibre Library has to be in the user's "home". Common in families in the past.

Another suggestion is to configure the AV to ignore the directory tree the library is in and see hat happens.

Still common in some parts of the world, especially in cultures where extended families share a single or adjoined dwellings - which would include indigenous households, religious communities (e.g. Viharas, Ashrams, Nunnerys…) etc.
