ADD that (not OPEN) using preferences:Plugins
ALL Calibre plugins are in a ZIP file (just not a Zip in a Zip as that bundle comes)

The 2 zip files inside were named:

DeDRM_plugin.zip
Obok_plugin.zip.

I successfully installed both zip files into Calibre. I assume that I needed to install both?

On further investigation, the Obok_plugin.zip removes DRM from Kobo kepubs and adds them to the library.
