Presumably you would need voice data files for Chinese on the Kindle, as well. For Kindles sold in US, only English voice data files are available.

I believe that you are likely to be correct. I took a brief look at parts of the Kindle firmware related to TTS and there appear to be several restrictions built into the code. The device must be registered to a specific marketplace, the book language must be Chinese, and it must come from a specific set of whitelisted publishers. (There may be more restrictions. That was as far as I looked )

These could all be worked around on a jailbroken device by patching jar files but it would take a fair amount of work.

And to be useful, an understanding of spoken Chinese.

Great research, but with sad outcome for non-Chinese Kindles.

Given enough time and motivation, most people could achieve this.

Or one could, as I have, just get a PocketBook device that supports TTS. And the Pocketbook app for iOS supports this as well.
