There are three ways to remap keys:
  1. Directly install keylayout (*.kl) and/or charmap (*.kcm) files. This requires root or Magisk.
  2. Install an app that uses android.hardware.input.metadata.KEYBOARD_LAYOUTS metadata to supply additional (fixed) keyboard layouts.
  3. Install an app that allows users to customize the keyboard layout on an adhoc basis.
I have done the first two methods, but I have no experience with the third and don't know whether it still works on current systems.

2 or 3 are simplest.

There is no doubt on Andriod or Windows you have to install something extra. I don't know about MacOS or iOS. It's feasible on UnIx / Linux/ BSD etc to directly edit, but it's not beginner stuff. Mapping the extra x86 Media PC keys on GUI on Linux is easy. Adding characters to Compose key by editing a text file is easy. Remapping control keys is harder.

The app I got for Android is a bit limited and was really for the older Androids that ONLY did a USA keyboard layout on a physical keyboard (USB or BT) so as to have some other layouts. I couldn't add an AltGr on keyboards that don't have one (though supposedly its Ctrl + Alt_ and on most Android layouts the AltGr matches Windows layouts not Linux, which is odd.

I retured the Nulea keyboard, and bought a k931T keyboard instead. I have only done some quick tests, so far it seems to work fine.
