Yes the Overdrive app comes with its own built-in reader. It works quite well in my phone, not sure what other apps can be used for Overdrive books in Android.

I am quite surprise you don't have Overdrive in your phone. They have it for iphone too.

I don't use it, but aren't the libraries pushing an app called Libby for library ebooks and audiobooks?

Libby is OverDrive's replacement for the older OverDrive app if you are running an iOS or Android device. It is not yet feature complete compared to the OverDrive app (as an example last time I tested, I couldn't recommend a title for purchase).
