Remove the "Vcc" wire.
It is a three wire interface and you are trying to connect the adapter's 5v output to the board's 3.3v supply.

This (electronics) is one of those thing where you really, really, really have to follow the directions.
That is extra true when you don't know what you are doing.

Sorry about image which is too large. I've modified the image on imgur and the size should meet the guideline now.

The manual of the converter told me if I removed the only jumper on it, it will accept input voltage between VCC and GND as the power source, which, is 1.8v, measured by multi-meter. Isn't it identical to the Part 1-Step 2 of this post?

I did tried connecting Rx, Tx and GND only first, but no output, so I decided to connect the VCC pin as another try.
