Never is wrong to say. It requires a lot of work to hyphenate words in TeX / LaTeX correctly and automatically. Trying to hyphenate a compound word that has a hyphen in the middle is not as easy as it looks. Some languages allow compound words to be still hyphenated in other places.

Based on the comments in his blog, once it was pointed out to him that he was using the wrong kind of dash, he did indeed fix it and re-submit.

It sounds like all it took was a very simple search/replace with a minus to a proper dash.
