That's a big if.
But it can still be useful if you can identify the address. My ISP gives me a dynamic IP address through DHCP, but in practice, while it could change, it doesn't. I think you are more likely to see IP addresses for a node changing if the node is a dial-up connection. If the node is a dial-up connection, you are less likely to see the sorts of problems we are concerned with. And there's another issue on blocking the address: who will do it? doing it on your own system is of limited value. It needs to be done by your ISP, or better, by the backbone they connect to.
