I have no idea. But the cost for every single usb stick is an additional cost for the book seller for whom it makes no difference at which vat a book is sold as he is only booking the net prices.

It is not only the booking of the net - it is a discount of 15% to the customer for the cost of a memory stick. A discount that does not cost much, but if it gives a competetive edge over a retailer not offering the stick - it will mean additional sales.

I checked. The cheapest I could find, for the consumer market, is €4,00 (for a 4Gb stick). I doubt you'd pay that if you order by the dozens...

It's also a publisher that is trying to let the government see sense (hopeless cause, I admit) that it's stupid that ebooks have a 21% VAT...

It's not the government's fault. It's an EU-wide VAT directive that was originally brought in to ensure that VAT was charged on music downloads. Ebooks got caught in it as a side-effect.

National governments have no choice other than to abide by EU Directives. They agree to do so in the treaty they signed when they joined the EU.

There's a difference between following a rule unquestionably or trying to find the edges of the ruling and maybe even get it changed...
