This does happen frequently. Although sometimes they do put them in the collection. My library never had to buy romance books, other than the hardback best sellers. They received enough paperbacks in donations that they just rotated them into the collection.

Also, SCRIBD is sort of like you describe--you pay 9 dollars a month and you have a subscription to read as many books as you want. There's a nice thread on it. I've been able to sample and read several books that were on my wishlist. There are other sites too. Inkbok is 5 dollars a month. The selection is not as robust IMO, but it is cheaper and not a bad way to go if you just want to "Borrow" books.

Amazon's prime, as others have said, isn't that great. They need to allow MORE borrowing to be effective. It's not all that and more for writers either. I have one book in the program now and unless I hear it becoming more popular with readers, it will be the last book I put in prime.
