I would be shocked if this contract covered more than the 2500 units. Who signs a contract with a fixed cost and undetermined deliverables. Makes more sense to me that the total units sold is 2500 and that the services rendered extends over the specified period. I would expect a contract that procured an undetermined quantity of items to at least specify the cost per item.

Anybody who has gone through a STIG can probably understand why they didn't go with the iPad. Locking down equipment to DISA standards is a nightmare for IT departments. The more features you have, the more difficult it becomes.
