Wait, I just saw this on fark.com. It said the fire was caused by homeless people- they made a fire to stay warm and it set the bridge on fire.

Fog occurs regularly in Winter here, and unfortunately the homeless regularly camp out under the bridges and overpasses. The fog usually only lasts a few days at most and hopefully the homeless will find some better shelter.
