And it would impede the flow of traffic only because everyone else is always driving at the upper limit. That's a sad state of affairs, if you ask me.

I'm not happy with drivers who drive well below the speed of prevailing traffic especially when they do so in the fast lane of a multi-lane road. OTOH, the people who want to go faster than prevailing traffic changing lanes multiple times in the hopes of saving a few seconds on their trip are much higher in my bad driving habits list.

Yes. Shipping company here in Canada. They keep 'attempting to deliver' by driving up, sitting in front of the apartment building for 30 seconds, then driving off. I just keep rescheduling delivery until they finally decide to deliver the damned thing.

No, they are just stopping long enough so their onboard GPS believes they might have tried, and then going on. A trick learned from one of their predecessors, Airborne.

Honestly, Canada Post is starting to look good, all things considered!

But why would they do that, instead of really delivering? They'll just have to come again and again that way. It doesn't make sense.

Sure it makes sense. They don't have to stop long, as opposed to having to actually stop long enough to make a real delivery. They don't have to leave their truck. This is CANADA, remember. It's cold, wet, snowy and icy. They can spend that time texting with their friends, or eating, or whatever.

The weather is much the same here, but I've never heard about such a thing before. Here they all deliver like expected, no matter if it's -20°C or high summer outside.
