And of course, that is a bug in Kobo software that Kobo have acknowledged. They are in the process of fixing it. They haven't given a time line for the fix, but that is what I would expect.

The two DRM free epub3 books I have both downloaded fine just now. Hopefully that means that they have fixed whatever was in their backend systems that was broken.

Yes, I noticed that the Some of the Best from Tor.com download was now fixed for me, which it wasn't 2 weeks ago when I last bought anything from kobo.

I can download my Tor books now as well, but two of them are no longer available. Can anyone see The Fierce Reads Anthology books in the store?

Edit: I was able to download and they are still in my library.

The Tor free eBook that I have in my library that used to go OOPS! Now allows me to download it as an ePub 3 eBook instead of a kepub.

I just grabbed a free ePub 3 eBook that is not any of the ones mentioned in this thread and is not from Tor and it downloads just fine. Samples still do not have a download link.

That's not something I'd expect to see change. Samples are a bonus--free-of-charge--service that people can use or not. If they want to require people to utilize one of their devices, apps, or a browser to make use of their free samples, more power to them.
