My guess would be that on BestBuy has WiFi enabled. They do for most connected devices, and this may vary by location. I believe that BB have more local discretion when it comes to these type of things. Staples and Target probably have instructions from Corporate office to not enable WiFi. It is a comfort thing and Target and Staples would be terrified of a hacker getting into their network that handle CC transactions. Also Staples and Target WiFi services is probably handled through a contracted third party (red tape) whereas BB is probably setup by the Geek Squad.
