After discussion with Kovid, I have changed the 'restrict on startup' feature.

Tweaks are not used. Instead, there are two new options settable using 'preferences' in the GUI. The first specifies a restriction to set when the calibre gui starts or when 'change library' is used. The second specifies a restriction to set when the content server starts from either the GUI or the command line. There is also a calibre-server command line option to set a restriction, which overrides the stored option.

The options are stored per library, not per configuration, so that the restriction can automatically change when the library changes.

That sounds good actually...I like that it is specified under Preferences. Will this be in the next build 0.7.15 or the one after? I look forward to trying it.
