Cost.

The level of support they currently licence from Adobe doesn't allow those features.

My understanding is there's two or three different levels of PDF support you can licence to put into a device. The more you pay per device, the more features you have access to.

Navigation and annotation are in the top tier. So, hardly anyone supports them.
