I'm surprised this took so long. The action of the 5 cartels was illegal, I guess it just takes time to work up a case.

The anti-trust laws don't apply to just price fixing. They can be used for correcting anti-competitive behavior. What can be more anti-competitive than the Agency Model.

As to Texas, keep in mind that it is the only State that was a separate nation prior to entry into the Union. That's why they can fly their flag at the same height as the US flag.

That's an urban legend. Any state flag can fly at the same height as the US flag. There is not even law regarding this. The flag code is guidance on what is proper, not what is legal. If you do it wrong, you won't face any penalty.
