Not necessarily - you just need to look at methods of removing DRM. Use Google for references on how to do this. Any detailed discussion of DRM removal is not allowed under forum rules. There is also the issue of legality of doing DRM removal - it varies by country.

I've had a fair amount of success, without to much work, by taking the PDF and using Acrobat Pro to export as HTML (I've used Mobi Creator to get HTML too) and then use either Sigil or Book Designer on the HTML to create and ebook which can then be converted in Calibre if need be. A lot of it will depend on how the PDF was made, the above applies to text based PDFs.
Hi. Are there improvements in PDF conversion to MOBI in the new Calibre 0.7.4. version?

Only minor improvements. The much anticipated new PDF conversion engine for calibre is still in the works with no specified estimated release date.
