I am from Singapore and I have purchased from Kobo books WITHOUT a US-registered credit card.
Ditto BooksOnBoard; so far I haven't met any problems with geographical restriction on BoB, unlike Fictionwise.

Here in Europe we can buy from Kobo books, but geographic restriction applys. E.g. the book NurtureShock (by Po Bronson, Ashley Merryman) doesn't even show when you search for it with an European IP address. Once I log in with a US credit card address, they have it.
