I think you are right. Sometimes journalists just want to sell newspapers. I don't see anything this drastic pushing through, consumers/voters have more clout with politicians than lobbyists in this kind of issue.

Hm, I suppose the next step would be to set up a new government body, which would study the issue by tracking everyone's purchases, then identify the individuals who return goods, and eventually ban them from purchasing anything in the future, and from possessing credit cards....
