It is quite serious, and disturbing! I'm so sorry for joking about it, and I hope nothing else breaks for a while!

The problem was caused by the really crappy plastic pipes installed when the house was built (35 years ago). The type of pipes used were illegal everywhere else in the US. The reason they could be used in Prince William County, IMO, is that the developer paid a lot of bribes.

P.S. If your water company offers pipe insurance, take it. I wish we had.
ouch, that's an expensive leak ! i hope you don't have any more. that's another good thing about living in an appartment... a leak like that is not usually my problem. on the down side, if the upstairs neighbor has a leak, it usually *is* my problem, even if i don't have to pay for it. i can't tell you how many leaks i've had in this accursed building, including the memorable year when a strong tempest tore off the skylight that was (previously) in the roof, and it wasn't repaired by more than a sheet of plastic for over a year. obviously the plastic was shredded by the first somewhat energetic wind. and of course it rained a LOT that year.

When they built this house (~20 years ago) they put in plastic internals on the pressure reduction valve that changes the main pressure to the household pressure. It blew out and flooded part of the basement. It was in part of the basement that we did not use so there was no damage. We were lucky.
