The primary factor, as in all these technologies, is the engineering needed to get this idea into a form that can be mass-produced as a viable cost. Note that the paper says they've only produced 450um pixels so far. They're aiming for 150um pixels (which equate to a 167dpi screen), but that's still in the pipeline.

So yeah, as JSWolf said: the time to get excited would be when they're actually producing panels at a low cost and manufacturers are putting them into devices. That's 3 years away at the very least.
