I think we are talking about two different groups here: those who download music illegally, and those who make make music available for download. The recording industry is not targeting people who download music illegally, only those who make their music available for others to download. The initial study only referred to people who pirate (i.e. download) music and who are NOT a target of the recording industry.

Both torrrent protocol and eMule protocol, and most other P2P protocols out there make you make the music available for others to download at the moment when you download first chunk of it. Everyone who downloads music with P2P makes it available for others to download. So those aren't different groups.

Actually it's true in my opinion. Pirated music allows consumers to listen to a LOT more new music. When I download an MP3, it is rarely something that I 'know' I like and would have bought. Usually it's an experiment, I download a track or album of some new band. If I really like the album, I'll buy more of the bands work and go see them live if I have the chance.
A huge amount of downloaded pirated material isn't something the consumer would have bought, people download just to check things out also.
