YES the library book will have DRM and NO, the DRM need not be removed to read the book on the Kindle. KindleFIX does not remove the library books DRM. It only "fixes" the book so that it can be read on the Kindle.

The book will still only work on the Kindle with the PID you supplied to the library. It will also still expire at the end of the borrow time. If you remove the DRM, the book will work on any device that can read mobi books and it will never expire (and it would be theft).

That's right! I'm sorry, I got my terminology wrong - you don't have to de-DRM it, but you do have to do the scripts to convert the PID, so it is a little bit of a hassle, but it's workable. I don't want to strip DRM from books, but I remembered I had to do something to my Library mobi format books to read them on the Kindle, and got the "something" part wrong.
