This is just kovid's way of showing a fix has been made and will be in the next release. Reading the fix though I get the impression it is a portion of Calibre that is dynamically loaded at runtime so it's quite possible that it's already deployed

If it is a part of calibre, that is dynamically loaded (news recipes for example), are running from source or compiling calibre yourself, you can use it now. Otherwise, you will need to wait for the next calibre release.
