You don't need a zip/unzip program. Those are not good pack the internal files of an epub, but unpack and no help for downloads.
It's a question of settings.

Make sure Browser settings is only download for all application types, no open in Browser or application etc.

Make sure the Browser is set to always ask for a download location and rename the file to end in epub instead of zip.

Disable automatic unpacking of archives in the OS/File-manger etc.

Keka is supposed to be good for MacOS. It supports a lot of formats including 7z.
