They could add the code to Windows to detect whether TPM is being supplied by a real chip or emulated in software. This would break the use of Windows Hypervisor which is one of the most popular hypervisors in corporate environments. I suppose Microsoft could add code to allow using Windows Hypervisor's emulated TPM in which case some enterprising person(s) would add that code to other hypervisors.
