Using Vivaldi (Chromium based) on a MacBook running OS 26.3.1 is giving me the ERR_HTTP2_PROTOCOL_ERROR all day today. Changing user agent in Vivaldi makes no difference.
I do not have Chrome, but the Brave browser (also Chromium based) also fails.
Neither Waterfox nor Safari are failing.
Vivaldi on Linux and on Android appear to work without issue.

I wonder if disabling QUIC support in Chrome might help: (chrome://flags and search for QUIC)

I had seen that mentioned, but didn't know enough about it to know what it is/does.

Alex confirms that the cause was an anti-DDOS rule that turned out to be too broad. It’s been removed so a force refresh should now work from Chrome on Mac OS X.
