The whole folder is the config directory.
There are many thing that allow customization as well as user plugins

Removing Config-Directory did not solve the problem with calibre 7.1.0

2 possibilities

You have the wrong OS version of Calibre (or your download is damaged)

Something ELSE on your system is interfering with its running (most common is Security, but other User added items can cause issues (Wacom tablets caused grief a long time back)

Reboot Windows in Safe Mode to see if something you run at start is causing the problem.

sucess at last

Since a normal uninstallation did not solve the problem, I manually deleted all programme data (except e-book files and plugins I had added myself, of course) scattered across various directories in order to make it not too easy, and then reinstalled Calibre 7. Now it works. Apparently there were some leftovers from previous updates that were not deleted or overwritten.

That matches what some other users with similar problems have discovered.

Maybe there is more than one cause of these "calibre 7 won't run" problems.

I'm attaching a zipped CSV of my calibre configuration directory (52 items), it has grown considerably over the years. The items with a date of 2022-08-09 were created after I restored the directory from a backup. I do wonder if I need every thing that's in there.

On my Mint 21.1 the calibre config is:
Contents: 2,408 items
Size: 206.4*MB (206,435,983 bytes)

There are files from 2011 that I know of some from before I switched full time from windows to Linux.

With my calibre config directory I have 448 file and 42 directories. Size is about 52MB.

I have one file going back to 2012 and a bunch from 2013 and 2014. I don't know if I need all of these files, but I do need at least some of them.

@RalphGL: Uninstall, delete C:\\Program Files\\Calibre2
(or wherever you chose to install calibre). Then re-install. And
dont worry, uninstalling will not affect your books/settings.

I have 1800 files in viewer/annot, all are 1K. all are the basic values (I do not annotate in Viewer)

Total config is a bit over 300M
That will vary depending on use and installed PI (this is NOT the Library folder)

After deleting all of those files in annot, I am now down to 218 files from 448 files.

After uninstalling, renaming the old directory and reinstalling 7.1.0 Calibre starts without problems.
