I think most average computer user do not realize that later Windows has done a lot of 'helpers' that may not be safe for newer apps. Kovid moved the default location because the old one landed in 'the cloud' (violation of not on a network drive requirement). Windows was just try to save users that did not do backups from themselves when they added the cloud drive by default.

If it is OneDrive or some other cloud software in the way, moving the library is a good idea so the cloud software will not be able to see it.

By default Windows syncs three folders to Onedrive for each user: Desktop, Documents, and Pictures. Anything else must be added by the user.
Calibre used to put its default library in Documents, it now puts it in %UserHome%. BR |

I knew the answer to that for NT from 1994 to about 2007. I can't answer it now, but I see some useful comments.
A lot has changed. Some offices back in 1996 to 2007 used Roaming Profiles and a Domain Controller / Server. Log in got very very slow on changing to a different workstation if there were a lot of user files (I forget how logout was affected/shutdown). If you only used your data-files on ONE workstation, it was best to store those somewhere else outside Users. Never used OneDrive and have had little use of Vista/W7 and Win10. NT3.5x, NT 4.0, XP and Server 2000 (not Workstation) were the ones I used most. In the end many offices had to assign workstations and even abandon Roaming Profiles (some WS maybe only 10 Mbps LAN). Later laptops (from about 2006) were the default and so no issue. I suspect the current Calibre Library default on Windows is fine as Kovid is very through and there are plenty of users here. Nothing like a user complaining that it takes them over 40 minutes to log in. Turned out that part of their roaming profile was multiple gigabyte video files on their desktop. Since we had enabled deleting cached copies of roaming profiles, they got to download those files from their network profile every logon. Shutdown/log out was slowed down a bit but only 10-15 seconds.

A simple way for the user to check if their problem is related folders being locked or not is to revert to version 6.19.1, the checks relating to folder locking were introduced in version 6.20:

Last time I looked, by default the user has full control on their \users\<user_name> directory, which rights will be inherited until they run into an inheritance filter. The permission list is Full Control, Modify, Read & execute, List folder contents, Read and Write.
