I'll try again with the calibre server later, because yesterday I was a bit in a hurry and maybe I've not set up it correctly.

I am getting confused on your requirements. Initially you said:

In order to not have the books locally downloaded to your client reading device, you will have to access them from a server (the "private cloud" that you mentioned). You said you wanted to be able to access the books "where WAN access is not available" and also "avoid to always have my PC on".

I don't understand how you are planning for your client reading device to avoid storing books locally by accessing them from a server instead, but you don't want to run a server, and have all this work without network (WAN) access either.

And this has now confused me further:

Yes the idea is to have the server with me running on powerbank.
The devices connect to it using wifi, but I do not want (if possible) that the client devices (smartphone, tablet, PC) make copies of the files I'm reading.
From my point of view it has not much sense to worry about the hardware part if the software part does not permit me to access the library in the WIFI LAN keeping the reading page status aligned between devices.
In other words at the moment I'm less worried about the hardware requirements than the software ones and for such reason I've only asked about the software part of the "project". Sorry if it has created confusion.

I've tried to use the calibre server but I do not like its interface and the way it shows pdf files.

So now I've installed Calibre-web and I've found what you have already said before, but it's pretty similar to what I'm searching for and there is already an opened issue so that to have the last page synced between devices.
Is there any sub forum thread that discuss this software?
