Can you expand on the highlighting issues? It is a very important capability for me and if there is a significant gap it could end up being a dealbreaker for me. What are the differences?

I can deal with having to manually move notes from something like Calibre to Evernote but if there is a lot of friction around highlighting itself, that could be difficult to deal with.

Highlighting on the Kobo can be imprecise at times and slower to follow your finger. On Paperwhite it's smoother and faster and on the Oasis the highlight line follows your finger like it would on a phone or a tablet, it's really impressive.

I just tested highlighting with ePub using RMSDK and KOReader and KePub. KOReader and KePub highlight faster then RMSDK. But RMSDK is not that much slower and it's accuracy is much improved from the way it originally was. So there are options for highlighting on a Kobo.

Thing is, we don't know what processor is going to be in the new Kobo. So highlighting could be improved with a faster processor.

Depends on fontsize, linespacing and firmware version on Kobo. The H2O original was a lot poorer than PW3 when I first bought it for highlight speed and accuracy, but dramatically improved a few FW releases ago, to very similar. I make the font and line spacing a little bigger if doing a lot of annotation. Though I now use a Libra.

I'm on the last firmware for all my devices, except my PW4 that I kept on 5.10.3 (LTE and jailbroken) and I tend to use the same font size / line space.
Even my Voyage is faster to follow my finger to highlight than the Libra.

I agree 100% with your remarks. If highlighting is important, stay with a Kindle.
