I can recreate the issue with win+tab, none of the others. Basically it looks like for win+tab windows generates some kind of snapshot of the window and displays that over it and Qt Webengine does not play well with this. Maybe a workaround, will have to investigate.

Just checking I'm not going crazy here. Do hitting the spacebar vs. page down/right arrrow no longer progress at the same point anymore?

Spacebar and pagedown have the same behavior by default. Arrow keys different (they scroll by page not screen full). You can change it in the keyboard shortcuts section of preferences.
