Well, its been five full days without a winner. Without further ado, here is the solution: The number refers to the atomic number of elements. The rick roll comes from the first letter of each element's symbol.

Concerning the clues:

Tom Lehrer did a song called "The Elements" based on the Major-General Song that was used by The Animaniacs for their song "I Am The Very Model Of A Cartoon Individual."

The elements are listed on a periodic table.

Some of the elements, like Gold and Lead, have a symbol which starts with a different letter than their name. Gold's symbol is "Au".
