Difference is I Never Asked them to call since I Don't know anyone in WA State I didn't answer.

Today some one called from Maine... 1st thing they said when I answered.... thinking it might be Amazon. Do you want to answer this call press 2 if Not Put it on Do Not Call press 1 ...guess which I pressed..

That is my fear to one time or another force a usb cable upside down into a device perhaps while in a semi-sleepy state. The times I have tried to "manage " to connect a usb cable is when I realize that it's upside down. A thick dot of cheap finger nail polish on the 'top' side works well. You can feel it in the dark, or see it in the light.

I have sometimes had poorly made cheap cables from eBay that are loose in some devices. I bin them and use ones that fit snugly
Do you have anymore cables to try with the pw4, before concluding it is faulty. Is the cable simply loose in the socket or does the socket seem loose in the device ?
And I trust you have not forced the cable in upside down ?
I think a batch of Kindles shipped with bad cables. My PW4 from Amazon came with a good cable but I did get the attached notice from Amazon so looks like they're aware of the issue.

I had a somewhat similar experience when I bought a kindle fire and immediately noticed that the usb cable's fit was exceptionally snug. Instead of trying to force it I set the new usb cable aside and used an old cable lying around and had no problems since.

I consider refurbs to have been specifically tested b a technician. New Kindles may or may not have had any sort of test beyond powering up.
