You might like Heinlein's earlier "juvenile" novels (Norton's earlier novels were classed as "juveniles" too.) and the Darkover novels by Marion Zimmer Bradley.

If you liked the fantasy element of Norton's stories you may try Patricia McKillip.

Take a look at C.L. Moore, Leigh Brackett, Jo Walton and Ursula LeGuin also.
